In reply to your Circular Despatch of the 27th.
June, 1913, I have the honour to inform you that this Government
desires that a declaration of accession to the International Con-
-vention for the Suppression of the White Slave Traffic should be
made (as required by Article 11) on behalf of this Colony.

In this connection I forward copy of a minute
by the Attorney-General, dated the 28th. July, which contains a most
complete and valuable statement of the present position in this
Colony, together with three draft bills to amend (a) the Protection
of Women and Girls Ordinance 1897: (b) the Magistrate's Ordinance 1890: and (c) the Flogging Ordinance 1903.
3.
I also enclose as requested 15 copies of all
existing Ordinances relative to the object of the Convention.
